This act aims to give employees with a temporary contract or an on-call job more certainty about their pay and schedule.<\/p>\n<p>For that reason, it has been decided to tighten the rules, so that on-call workers performing structural work will in principle receive a permanent contract. Flexible work will continue to exist in the future too. Going forward, flex work will really only be permitted to cover \u201cpeaks and sickness\u201d.<\/p>\n<p>What will this act specifically bring about?<\/p>\n<ul>\n<li>the abolition of zero-hours contracts;<\/li>\n<li>on-call contracts only for students and pupils;<\/li>\n<li>the introduction of the basic contract<\/li>\n<\/ul>\n<p>For the basic contract, it is important that the maximum agreed scope of work may not exceed 130% of the minimum agreed scope of work. The minimum agreed work is thereby guaranteed, for example 16 hours per week. The maximum agreed work may then not exceed roughly 21 hours.<\/p>\n<p>To encourage employers to work with a basic contract, the intention is to bring the permanent basic contract under the low unemployment insurance (WW) premium.<\/p>\n<p>The six-month period (interval) will change into an administrative expiry period of five years. This five-year period will in future also apply to temporary agency work in phases A and B. This is intended to put an end to so-called revolving-door constructions.<\/p>\n<p>This new and forthcoming act has NOT been declared controversial, which means that despite the fact that the Netherlands currently has a caretaker government, this bill can in principle simply be dealt with by the House of Representatives.<\/p>\n<p>The parliamentary debate will likely only take place after the elections.
